With reference to paragraphs 8 and 9 of your Confidential Despatch of the 21st. December last, I have the

honour to transmit for your consideration a draft of an Agreement 71

which I propose to enter into with the Eastern Extension Telegraph

Company.

This draft has been agreed to by the Manager

of the Company and you will see from clause 13 that the Annual

payment has been fixed at $10 a mile.
